Please have in mind that the prepaid Moneybookers MasterCard is only available for customers that have proven a permanent residence in a country member of the European Union. Unfortunately, since Russia is not part of the European Union we will not be able to issue such a card for you at present.
In case you are moving to France for an extended period, we could change your account-registered country of residence in case you are able to provide a French address proof - a paper document issued in the past three months that you received at your French postal address. Please let us know in case you are a French resident so that we could advise you accordingly.
